How do you make the icing for a Barbie cake?

I’m going to make a Barbie cake, for a friend, and I know how to make the base, and how to stick the Barbie into it, the question is how to make and put the icing on the cake for the dress?
And what ingredients do I use for that? I’m going to need some frills, but I don’t know how to put the icing on, for the frills.

Do you have tiered pan? or the Wilton Magic Pan?

using the tier pans, make 1 each of the 4 inch, 6 inch, and 8 inch cakes. This takes one recipe or mix to make these three cakes.

with the tiered pan or the Magic Pan, you will need 1 1/2 recipes or mixes for either one.

Stack the cakes using butter cream icing between the layers. Trim off the excess amount to shape the skirt. Pour melted apricot jelly over the cake to seal the crumbs. Make a hole for your doll to go in. Ice the cake with butter cream and do the top of the doll’s body with the buttercream icing.
